FG EMBARKS ON DECISIVE EMERGENCY INTERVENTION ON BENIN-ASABA EXPRESSWAY

The Honourable Minister of Works, Engr. David Nweze Umahi, CON, FNSE, FNATE, has kick-started the Federal Government’s emergency intervention on the Benin–Asaba Highway under the Ministry’s “Operation Rescue” initiative, aimed at restoring safe, smooth, and uninterrupted movement along the critical corridor. The intervention, to be carried out by the Ministry, through the hiring of equipment and direct implementation, is a demonstration of its determination to address the severe deterioration of sections of the road and bring immediate relief to motorists, commuters, businesses, and the affected communities. He made this known during the inauguration of *"Operation Rescue Benin -Asaba Expressway”* at Benin City, Edo State on Thursday, 24 September, 2026. The Benin–Asaba Highway is a strategic Federal Highway that commences at AIF Roundabout in Benin City, Edo State, and terminates at Summit Junction in Asaba, Delta State, with a distance of 125km. It was concessioned to the Benin-Asaba Expressway Concession Company (BAECC) by the immediate past administration but the handing over of the site was performed by the present one in March, 2025. However, it has since been proven that the Concessionaire lacks the technical and financial capabilities to execute the project. This was established by the *Independent Engineer (I.E.)* for the project, *Messrs Yolas Consultants Limited*.* Considering the plight of road users and the continued deterioration of the concessioned road, the I.E. advised the Ministry to urgently take all necessary steps to save it from further deterioration, avert further gridlock, assuage the suffering of motorists, as well as save the Federal Government from embarrassment.

Engr. Umahi has personally been monitoring the implementation of the concession project, through several site visits and issued instructions via the I.E. for the *Concessionaire* to stick to the Ministry’s standards and methodology, which were not complied with leading to the worsening of the road condition. Hence, the Ministry’s intervention to save the critically failed sections of the Expressway, through the deployment of equipment and personnel.

The Federal Ministry of Works, according to the Minister, is poised to alleviate the hardship being experienced by road users and communities on the corridor, alike. He reiterated that the Federal Government would not allow the condition of a major national artery to continue to undermine economic activities, the movement of people, goods, and services, as well as the safety of road users and the host communities. He stressed that the emergency intervention is focused on achieving immediate traffic relief, while providing a sustainable engineering solution to the identified problem spots.

According to him, the intervention is also being driven by the overriding need to protect public interest and ensure that Nigerians using the road are not left to bear the consequences of the deteriorating infrastructure occasioned by the lapses of the *Concessionaire.* The Minister emphasised that *” this is not a new contract but an immediate solution to the plight of road users.”* He reaffirmed the commitment of President Bola Ahmed Tinubu’s administration to restoring critical road infrastructure across the country and ensuring that emergencies receive prompt and decisive attention.

*“Operation Rescue”* is about immediate action, restoration of movement, and protection of the travelling public and communities along the corridor. *“We are determined to address the failed sections and, thereafter, provide a durable solution that will serve Nigerians for many years,”* the Minister asserted.

Engr. Umahi called on road users and people along the corridor to cooperate with the Ministry’s officials and traffic-management personnel, as emergency works commence, assuring them that the Ministry would continue to monitor progress and take all necessary measures to minimise hardship during the period of the intervention. “*I am pleading with motorists to exercise patience, observe traffic-management directives and drive cautiously around active construction zones,* he stated.

Engr. Umahi highly commended President Tinubu's concern over the well-being of citizens, reiterating that *”the Ministry remains committed to restoring the Benin–Asaba Expressway to a safe, functional and durable condition in the overall interest of Nigerians and the national economy."*

Before this, the Governor of Edo State, His Excellency, Senator Monday Okpebholo had demonstrated his commitment to the welfare of his people during the protest in August, 2026 caused by the bad state of the road by immediately identifying with the situation and dispatching his Chief of Staff to appeal for calm and reassure the affected communities and motorists of immediate remedial action. Speaking at the Ceremony, His Excellency appreciated the President of the Federal Republic of Nigeria for his prompt and decisive intervention, as well as the Minister of Works for his continued commitment to the provision of road infrastructure across the country.

The Governor of Delta State, His Excellency, Sheriff Oborevwori, represented by his Deputy, Charles Anaogu, expressed much gratitude for the immediate response in restoring the all-important road. *”It is a well-desired action to better the lives of the people of Delta State and the general public,* he added.

The *representative of the Managing Director of the Niger Delta Development Commission (NDDC),* applauded the President for his commitment to the development of the Niger Delta region. He also commended the Honourable Minister for his steadfastness to the welfare of the people of the zone and Nigerians, at large.

Delivering the Welcome Address earlier, the Special Adviser to the Edo State Governor on Project Implementation and Monitoring, Engr. Phoebe William Bello, described the rescue operation as very timely in reinstating the critical transportation corridor connecting communities, facilitating mobility, commerce and trade between Edo and Delta States with the other parts of the country. Therefore,*its importance cannot be overstated,”* she noted.

The occasion was graced by lots of dignitaries and Goodwill Messages were delivered by the Deputy Governors of Edo and Delta States, the Rt. Honourable Speaker of the Edo State House of Assembly, the Youth Leader of Ikpaba Hill Community, and other stakeholders, who unanimously eulogised the Federal Government’s proactive response.

*FG PAYS TRIBUTE TO SENATOR MPIGI, CELEBRATES LEGACY OF INTEGRITY AND NATIONAL INFRASTRUCTURE DEVELOPMENT* The Honourable Minister of Works, Sen. Engr. David Umahi, CON, FNSE, FNATE has paid a heartfelt tribute to the late Chairman of the Senate Committee on Works, Senator Mpigi Barinada Barry, describing his passing as a profound loss to the nation and the infrastructure sector. The memorial event drew an array of prominent dignitaries and personalities, including prominent politicians, APC and PDP chieftains, and traditional leaders from Ogoniland, among others. Engr. Umahi delivered a Goodwill Message during the Night of Tribute held on Wednesday, April 8, 2026, at the Bola Ahmed Tinubu International Conference Centre in Abuja, expressing deep sorrow over the demise of Senator Barinada and noting that his death remains painful and difficult to accept, given his invaluable contributions to national development. Reflecting on their relationship, the Minister recalled that his closeness with the late Senator was strengthened through the Minister of the Federal Capital Territory, Nyesom Wike, which allowed him to observe Senator Mpigi’s character firsthand. He described the late lawmaker, who represented Rivers South-East Senatorial District, as a man of impeccable integrity, whose word was his bond, emphasising that such consistency is rare in politics. The Minister praised the late Senator’s dedication, loyalty, and reputation as a bridge-builder who brought his colleagues together, across party divisions, in the national interest, referencing his key role in the emergence of Godswill Akpabio as the Senate President. According to him, Senator Mpigi distinguished himself as a national figure, who demonstrated uncommon commitment to projects beyond his immediate constituency, advocating vigorously for infrastructure development across the country, including Lagos, Ogun, Sokoto, Kebbi, and Kano States, just to name a few. Engr. Umahi emphasised that, as Chairman of the Senate Committee on Works, the late Senator Mpigi’s leadership greatly strengthened legislative oversight and fostered close collaboration between the National Assembly and the Federal Ministry of Works, ensuring the successful delivery of key infrastructure projects. He particularly cited Senator Mpigi’s role in resolving critical challenges on major road projects, including the Bodo-Bonny Road and the rehabilitation of the Eleme–Onne section of the East-West Road in Rivers State. He noted that the Senator’s calm disposition, humility, and selfless approach to public service, combined with his strategic intervention and commitment, were instrumental in ensuring the successful continuation and delivery of these projects. The Minister also revealed that, in recognition of Senator Mpigi’s selfless service and dedication, President Bola Ahmed Tinubu, GCFR, has approved the rerouting of a section of the Lagos–Calabar Coastal Highway to pass through Ogoniland - an enduring testament to the late lawmaker’s legacy. He expressed deep regret that Senator Mpigi would not witness the commissioning of several landmark projects he contributed to, including the Bodo-Bonny Road, the redesigned Eleme–Onne Road, and sections of the Lagos–Calabar Coastal Highway. UMAHI CALLS FOR UNITY, HOPE AS HE EXTENDS EASTER GREETINGS TO CHRISTIANS The Honourable Minister of Works, Senator David Umahi, has extended warm Easter greetings to Christian faithful across Nigeria, calling for renewed hope, unity, and collective commitment to nation-building. In his Easter message, the Minister described the season as a sacred period that symbolizes the enduring values of sacrifice, renewal, and the triumph of light over darkness. He noted that the resurrection of Jesus Christ remains a powerful symbol of faith, new beginnings, and hope, especially in challenging times. “At this point in our national journey, these values matter deeply,” he stated, urging Nigerians to embrace unity over division, love over apathy, and faith over fear. UMAHI DECLARES AN END TO YEARS OF DEADLY TRAPS AND GRIDLOCK ON THE ENUGU–ONITSHA EXPRESSWAY, SETS MARCH 31 DEADLINE FOR REOPENING The Honourable Minister of Works, Senator Engr. David Umahi, CON has declared that the long-troubled Enugu–Onitsha Expressway is fast shedding its grim past, as the Federal Government intensifies a sweeping infrastructure upgrade across the South-East under the President, His Excellency, Senator Bola Ahmed Tinubu, GCFR. Umahi made the declaration on Monday, March 23, 2026, during an inspection of ongoing projects in Enugu, including the Enugu–Onitsha Expressway and the Eke-Obinagu Flyover, where he expressed confidence that the era of consistent fatal accidents, endless traffic, and public frustration along the road is coming to an end. “I’m going round the six geopolitical zones assessing what is possibly to be commissioned before May 29th by Mr President. There are mega project that the President will be available for before May 29th and we mean it,” the Minister said. Once regarded as one of the most dangerous highways in the region, the Enugu–Onitsha road had for years been plagued by tanker explosions, loss of lives, and economic disruptions. But Umahi said decisive intervention by the Tinubu administration has changed the trajectory. “Now this route, the Enugu-Onitsha expressway, you recall that when we came on board, everyday, people were talking about this road. There were a lot of tanker accidents, a lot of people died and so forth. But my joy is that the whole thing is a past story, because the President has swinged into action,” he stated. The Minister disclosed that the dual carriageway, which spans 107 kilometres on each side, is undergoing a major structural shift, with a significant portion being converted from asphalt to concrete to ensure durability. “It is not only that we are repairing this road… about half of it is going on to be concrete. I have no confidence in asphalt I continue to say it. By the time the asphalt fail we will have 50 percent of the road still intact and if it fails within the second tenure of the president then be rest assured that we will fix it,” he said. He added that the same approach is being extended to sections in Anambra State, including the head bridge axis, where an initial asphalt design is being replaced with concrete pavement to align with modern highway standards. “At the head Bridge we have 39k, we’re changing that to concrete so that we can have this coastal road type of road pavement there in Anambra and here in Enugu,”. Beyond reconstruction, the project is also being enhanced with solar-powered street lighting and environmental features aimed at improving safety and sustainability. “So that is going to happen but then not only that. We are putting solar light both for the one that was constructed before us and the one that is being done by us. Within the first one week we will have solar light up to this 1km and we continue we are also going to plant trees which is very important,” he added. The Minister urged the people of the South-East to recognise the level of federal intervention in the region, noting that such attention to infrastructure was previously lacking. “The people of South East have to be very grateful to Mr President. The reason is that we never had it like this. I was governor for 8 years and I can’t think of any Federal road project in Ebonyi State,” he said. He also cautioned against divisive narratives, warning that some actors were misleading the public for selfish interests. “I want to ask our people to be very very careful, there are people that pretend that they are helping us but they actually inciting us against government… we need to know when people are genuinely interested in our case,” he said. Calling for sustained support for President Tinubu, Umahi described the ongoing works as part of a broader effort to correct past neglect and integrate the South-East more fully into national development. “Let us allow this man that have started to right the wrong metted on us as the people of Southeast in the past. Let us allow him the next four years and we will be very much fully integrated,” he stated, adding, “To know the revolution that is going on in infrastructure… this is the Biafra we are looking for.” As a major milestone, the Minister directed that the Enugu–Onitsha Expressway be reopened for public use on or before March 31. “I have given the controller the authority, by the 31st or before, he should call the press to open this road, call the people of South East… let them know that this road is open for travel and that will be our Easter celebration,”. Addressing concerns over project costs, Umahi clarified that the Ministry of Works does not unilaterally determine project pricing, noting that approvals pass through multiple regulatory layers, including the Bureau of Public Procurement and the Federal Executive Council. “I’m not the final authority when it comes to the cost of a project, there are layers of approval, the Bureau of Public Procurement, their own stands and not my own,” he explained. He maintained that the standard being applied to the Enugu–Onitsha project is consistent with major road projects across the country. “The same road architecture as the Lagos-Calabar coastal highway and the Sokoto-Badagry Super Highway… so no discrimination with the president, everybody is the same,” Umahi said. ...

FMWH Staff Excited As Ministry Organizes Health Training Programme.

Staff of the Federal Ministry of Works and Housing were excited and motivated as the Ministry organized a two-day Health Training Programme that was targeted at their wellbeing that will boost their service delivery, productivity and innovation.

The Health Training Programme took place at the Headquarters of the Ministry’s Conference room in Abuja with the Theme:” Healthy Living: Panacea for Greater Productivity in the Work Place.”

While declaring the training open the Permanent Secretary of the Ministry, Bashir Nura Alkali who was represented by the Director Human Resource Management, Federal Ministry of Works and Housing, Aliyu Abudulahi said organizations that were not investing in the wellbeing of their staff could be losing top talents and skills, stressing that a healthy workforce and a sense of wellbeing increases productivity and innovation, on this note the Ministry deemed it necessary to organize this training for its staff.

Nura Alkali noted that the mind-set of officers must be positive and for that to happen, officers need to be healthy to deliver. He Said “If the mind and body are not together, we keep getting negative reports. A healthy work force is a productive work force.”

The Permanent Secretary urged officers to take care of themselves and observe all the necessary health tips and protective measures for their good and that of the general public. “Health is utmost in our agenda, health is very important to us all,” he added.

The training identified three major issues that officers must always look out for, namely: early signs which he said promote wellbeing and these can become apparent in a number of different ways, and could include psychological symptoms (such as mood changes, indecision or confusion), behavioral symptoms (including withdrawal from office life, irritability, and uncharacteristic errors) and even physical symptoms (such as fatigue and appetite changes).

There were five paper presentations namely:

1. Overcoming Hypertension – The Silent Killer by Dr. Ado Theophilus.
2. Tackling Typhoid and Malaria by Ado Theophilius.
3. Managing Diabetes by Dr. Ojo Eyituoyo.
4. Cholesterol: What you need to know by Dr. Ojo Eyituoyo and
5. Stress Management in the Work Place delivered by Dr. Ojo Eyituoyo.

The Health Training Programme was organized by the Human Resource Management Department Federal Ministry of Works and Housing, Abuja.

Remarks by The Honourable Minister of Works and Housing, Mr Babatunde Fashola, SAN represented by the Director Highways North East Celestine Shawusu at The Project Completion and Hand Over on Saturday 2nd July, 2022 at Gashua Town, Yobe State

On behalf of the Federal Government of Nigeria and President Muhammadu Buhari, I bring good tidings to the people and Government of Yobe State, who will be impacted by the Nguru-Gashua-Bayamari Road that our President will hand over today.
My principal message to you all is that this is the first of the second phase of project Completion and Handovers our country will be witnessing as we progress further in this season of completion and impact which started in the last quarter of 2021.

In this second phase of completion Mr. President has also approved that Ministers from the various States where projects have been completed should represent him to perform the handover formalities.

The other handing over formalities that will follow these formalities Yobe will be in:
a) Delta for Isoko Ring Road Section II covering Aviara – Uzere; and
b) Gombe for Phase II of the Gombe – Numan –Yola Road covering Gombe – Kaltungo.
These projects represent major investment in road Transport infrastructure, which is a commitment of the Buhari administration as a driver for economic growth and prosperity.

They are visible and incontrovertible Assets in proof of what Nigeria’s resources are invested in, from a combination of our earned resources, and borrowings.

This occasion affords the opportunity to restate that in addition to other innovative sources of funding, our Budgetary provisions are also being diligently applied to complete projects such as these.
I want to express deep gratitude to the Ministry of Finance, and the members of the National Assembly, especially the Chairmen of the Senate and House Committees on Works in the 8th and 9th Assembly for their support.
To our staff and contractors who have worked very hard to bring these projects to conclusion I also say thank you, as I cannot fail to acknowledge the cooperation of the host communities where these projects pass through or are hosted.
I hold them out as examples of what peace can achieve, and the investments that collaboration and some sacrifice can deliver if we embrace partnership with Government.
Ladies and Gentlemen, none of these would have been possible without the support of Ministers in the Federal Executive Council during debates over the projects.
To all Ministers in the first term and this current term, I express gratitude on behalf of the Ministry of Works and Housing for your support.
To the President and Vice President who preside for long hours over the Council meetings, your leadership is now bearing fruits and the evidence of change is now manifesting.
Ekiti/Osun, Jigawa, Delta, Nasarawa and Gombe, among several other States bearing witness and there is more to come.
