FG EMBARKS ON DECISIVE EMERGENCY INTERVENTION ON BENIN-ASABA EXPRESSWAY

The Honourable Minister of Works, Engr. David Nweze Umahi, CON, FNSE, FNATE, has kick-started the Federal Government’s emergency intervention on the Benin–Asaba Highway under the Ministry’s “Operation Rescue” initiative, aimed at restoring safe, smooth, and uninterrupted movement along the critical corridor. The intervention, to be carried out by the Ministry, through the hiring of equipment and direct implementation, is a demonstration of its determination to address the severe deterioration of sections of the road and bring immediate relief to motorists, commuters, businesses, and the affected communities. He made this known during the inauguration of *"Operation Rescue Benin -Asaba Expressway”* at Benin City, Edo State on Thursday, 24 September, 2026. The Benin–Asaba Highway is a strategic Federal Highway that commences at AIF Roundabout in Benin City, Edo State, and terminates at Summit Junction in Asaba, Delta State, with a distance of 125km. It was concessioned to the Benin-Asaba Expressway Concession Company (BAECC) by the immediate past administration but the handing over of the site was performed by the present one in March, 2025. However, it has since been proven that the Concessionaire lacks the technical and financial capabilities to execute the project. This was established by the *Independent Engineer (I.E.)* for the project, *Messrs Yolas Consultants Limited*.* Considering the plight of road users and the continued deterioration of the concessioned road, the I.E. advised the Ministry to urgently take all necessary steps to save it from further deterioration, avert further gridlock, assuage the suffering of motorists, as well as save the Federal Government from embarrassment.

Engr. Umahi has personally been monitoring the implementation of the concession project, through several site visits and issued instructions via the I.E. for the *Concessionaire* to stick to the Ministry’s standards and methodology, which were not complied with leading to the worsening of the road condition. Hence, the Ministry’s intervention to save the critically failed sections of the Expressway, through the deployment of equipment and personnel.

The Federal Ministry of Works, according to the Minister, is poised to alleviate the hardship being experienced by road users and communities on the corridor, alike. He reiterated that the Federal Government would not allow the condition of a major national artery to continue to undermine economic activities, the movement of people, goods, and services, as well as the safety of road users and the host communities. He stressed that the emergency intervention is focused on achieving immediate traffic relief, while providing a sustainable engineering solution to the identified problem spots.

According to him, the intervention is also being driven by the overriding need to protect public interest and ensure that Nigerians using the road are not left to bear the consequences of the deteriorating infrastructure occasioned by the lapses of the *Concessionaire.* The Minister emphasised that *” this is not a new contract but an immediate solution to the plight of road users.”* He reaffirmed the commitment of President Bola Ahmed Tinubu’s administration to restoring critical road infrastructure across the country and ensuring that emergencies receive prompt and decisive attention.

*“Operation Rescue”* is about immediate action, restoration of movement, and protection of the travelling public and communities along the corridor. *“We are determined to address the failed sections and, thereafter, provide a durable solution that will serve Nigerians for many years,”* the Minister asserted.

Engr. Umahi called on road users and people along the corridor to cooperate with the Ministry’s officials and traffic-management personnel, as emergency works commence, assuring them that the Ministry would continue to monitor progress and take all necessary measures to minimise hardship during the period of the intervention. “*I am pleading with motorists to exercise patience, observe traffic-management directives and drive cautiously around active construction zones,* he stated.

Engr. Umahi highly commended President Tinubu's concern over the well-being of citizens, reiterating that *”the Ministry remains committed to restoring the Benin–Asaba Expressway to a safe, functional and durable condition in the overall interest of Nigerians and the national economy."*

Before this, the Governor of Edo State, His Excellency, Senator Monday Okpebholo had demonstrated his commitment to the welfare of his people during the protest in August, 2026 caused by the bad state of the road by immediately identifying with the situation and dispatching his Chief of Staff to appeal for calm and reassure the affected communities and motorists of immediate remedial action. Speaking at the Ceremony, His Excellency appreciated the President of the Federal Republic of Nigeria for his prompt and decisive intervention, as well as the Minister of Works for his continued commitment to the provision of road infrastructure across the country.

The Governor of Delta State, His Excellency, Sheriff Oborevwori, represented by his Deputy, Charles Anaogu, expressed much gratitude for the immediate response in restoring the all-important road. *”It is a well-desired action to better the lives of the people of Delta State and the general public,* he added.

The *representative of the Managing Director of the Niger Delta Development Commission (NDDC),* applauded the President for his commitment to the development of the Niger Delta region. He also commended the Honourable Minister for his steadfastness to the welfare of the people of the zone and Nigerians, at large.

Delivering the Welcome Address earlier, the Special Adviser to the Edo State Governor on Project Implementation and Monitoring, Engr. Phoebe William Bello, described the rescue operation as very timely in reinstating the critical transportation corridor connecting communities, facilitating mobility, commerce and trade between Edo and Delta States with the other parts of the country. Therefore,*its importance cannot be overstated,”* she noted.

The occasion was graced by lots of dignitaries and Goodwill Messages were delivered by the Deputy Governors of Edo and Delta States, the Rt. Honourable Speaker of the Edo State House of Assembly, the Youth Leader of Ikpaba Hill Community, and other stakeholders, who unanimously eulogised the Federal Government’s proactive response.

HONOURABLE MINISTER OF WORKS, SUCCESSFULLY REPAIRS AND REOPENS THE FAILED SECTION OF INDEPENDENCE BRIDGE LAGOS, INTRODUCES POLICY OF STAKEHOLDER ENGAGEMENT/FEEDBACK MECHANISM BEFORE APPROVAL FOR CLOSURE OF FEDERAL ROADS NATIONWIDE In keeping with the abiding sense of responsibility and proactiveness of the Renewed Hope administration of the President of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu, GCFR the Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON has fixed the failed section of Independence bridge, Lagos, which was closed for repairs on 2nd April 2025, and which closure caused untold hardship to Lagosians due to gridlock, necessitating the visit of the Honourable Minister of Works on 3rd April 2025 less than 24 hours of the incident. In his speech to mark the opening of the bridge for traffic, the Honourable Minister said it was God's grace and enablement that informed the timeous success recorded in fixing the bridge. He noted that the reason for the closure of the bridge was not for pleasure but for a technical failure of the approach slab, which affected the strength and utility of the bridge. He, however, expressed displeasure that the right procedure for the closure was not followed, and that was the reason why the public was taken unawares. He said, "So, the reason for the closure was not for pleasure. It was because it became very dangerous for commuters to use the place. But we didn't do it in the right way. And now, we had a design for the project, and I've looked at the design that we intended to use by using God's wisdom and grace and experience, and we have agreed to redesign the project. It's going to be redesigned as one span in a bridge." He thanked Mr. President for his purposefulness in leadership that inspires passion, responsiveness, and proactiveness in handling matters that affect Nigerians. He also thanked the Governor of Lagos State, the engineers of the Federal Ministry of Works in Lagos, the contractor handling the bridge repair (Buildwell Nig Ltd), and Hitech Nigeria Ltd. for their cooperation and support and assistance that saw to the successful reopening of the bridge. He equally thanked Lagosians, the press and other well-meaning Nigerians and stakeholders who showed concern over the plight of Nigerians affected by the closure of the bridge. He said, "So, we remain grateful to Mr. President. We also thank the Governor for his intervention and understanding and the information given to Lagosians that has drastically reduced bottlenecks all over the lsland. We are grateful. We are grateful for Hitech. Hitech gave us a lot of support, materials, and equipment. We are very thankful to Hitech. All through the night, they were bringing materials, they were bringing equipment. We also thank very highly our partner Buildwell, in this expert bridge. I absolve them of any blame in this circumstance. I'd rather thank them. They have been working in the past three days and nights, and we are grateful for their cooperation and for the partnership that has helped us to restore this bridge. And, of course, to Chief Elumelu and some other prominent Nigerians like Dangote, for their calls and encouragement. They even requested that they send their planes to carry us, and we said no" The Honourable Minister used the opportunity to roll out a new policy direction on measures to follow before a federal road is closed nationwide. He stated that going forward, a feedback mechanism through stakeholders' engagement would be a condition precedent that must take place before approval for closure of federal bridges/roads of essential utility such as those in Lagos State. He mentioned among others that the person seeking such closure must state "what is to be done on that place and then will state the technical problems and the technical solution. He will be able to put up all these exposures to the public. So, we request comments from the public and tell them how long it is going to last. And so, with this feedback, everybody is in the know, and then we'll be able to do that." ...

FG Flags Off Access Road to Second Niger Bridge (Phase 2A), Reinforces Commitment to Infrastructure Development The Federal Government through the Federal Ministry of Works has officially flagged off the Construction of a 17.55-Kilometre Access Road to the Second Niger Bridge (Phase 2A) in Asaba, linking the South South Zone to the South East. This milestone event underscores the administration’s unwavering dedication to enhancing national road infrastructure and fostering economic growth. Speaking at the ceremony, the Honourable Minister of Works Engr (Sen) David Umahi CON, FNSE, FNATE lauded the host State Government for its commitment to infrastructure development, emphasising that governance is about improving the lives of the people. He commended the Edo State Governor’s proactive approach to addressing road infrastructure needs, acknowledging the numerous ongoing projects, including three major flyovers in Warri town. "Your state is a construction site. You have demonstrated that leadership is about responsibility, not excuses. Instead of blaming the Federal government, you are taking proactive actions. That is highly commendable," he stated. Engr. Umahi further highlighted the Federal Government’s broader vision for road infrastructure, revealing that multiple strategic road projects are either ongoing or in the pipeline, nationwide. These include the Lagos-Ibadan Expressway, the Benin-Asaba Expressway, the Sokoto-Gusau-Katsina-Kaduna corridor, the East-West Road, the remaining section of Abuja-Kaduna-Zaria-Kano Dual Carriageway, amongst others. He assured that the 9-kilometre extension of the just-flagged off Reconstruction of the Benin-Asaba Expressway to the 2nd Niger Bridge requested by the State Government has been approved. To ensure the security and sustainability of the newly constructed roads and bridges, the Government has implemented advanced surveillance measures, including the installation of CCTV cameras along the Access Roads and the Bridge. These cameras will be linked to the offices of the Governors of the concerned States to monitor activities and prevent vandalism. Additionally, the project will incorporate solar-powered streetlights to enhance visibility and security. The Minister reiterated the administration’s commitment to prioritising inherited projects and delivering impactful infrastructure to Nigerians. He emphasized that under President Tinubu's Renewed Hope Agenda, road projects nationwide are receiving unprecedented attention, ensuring seamless connectivity and economic progress. "All major road projects inherited by Mr. President are ongoing. He has given them priority attention. This administration believes in continuity and results, not political excuses," he stressed. The project, he continued, is part of a broader national infrastructure strategy aimed at connecting key economic zones and improving transportation efficiency. The government has assured that funding is secured, with 30% of the contract sum ready to be paid, while strict timelines and performance monitoring will be enforced to ensure timely delivery. The Delta State Governor, Rt. Flag-off of the 125-KM Benin-Asaba Dual Carriageway: A Game Changer in Road Development The Federal Government has officially flagged off the reconstruction of the 125-kilometre Benin-Asaba Expressway, a vital road corridor in the southern part of the country. The event, which took place on Sunday, 21st March 2025, was performed on behalf of the President, His Excellency Bola Ahmed Tinubu, GCFR, by the Edo State Governor, His Excellency Sen. Monday Okpebholo. In his Address, the Honourable Minister of Works, Engr. (Sen.) David Umahi, CON, FNSE, FNATE disclosed the project's significance in enhancing transportation, economic growth, and regional integration. He highlighted the Federal Government's commitment to improving road infrastructure as a means of boosting national development and integration, noting that the partnership driving the project would enhance the safety and efficiency of travel while unlocking the economic potential of the region. “This project will generate significant economic benefits, including job creation and an improved standard of living for the people. I urge all stakeholders to work, collaboratively, to ensure the successful and timely completion of this critical infrastructure,” the Minister stated. He also added that "The Benin–Asaba Expressway Project, is more than a road. It is an ambitious Dual Carriage, solar-lit that is to be fully funded by the private sector under a Public-Private Partnership (PPP) agreement." On behalf of the government and good people of Edo and Delta States, the Minister expressed deep appreciation to His Excellency, President Bola Ahmed Tinubu, GCFR for his leadership and unwavering support for infrastructure development in the region and the nation, at large. The Federal Government remains resolute in completing this project on schedule, ensuring that citizens and businesses benefit from improved connectivity and its associated economic opportunities. The Highway Development and Management Initiative (HDMI) is a strategic infrastructure development programme of the Federal Ministry of Works designed to encourage private sector participation in the development, rehabilitation, and maintenance of Federal highways across the country. Through this Initiative, the government aims to enhance operational efficiency, accountability, and financial sustainability, ensuring that all stakeholders - the government, private investors, and road users - benefit from improved road networks. As a Public-Private Partnership (PPP) model, HDMI is structured to attract long-term sustainable investments for the expansion, modernisation, and effective utilisation of Nigeria's road infrastructure. It facilitates the design, construction, operation, management, and maintenance of Federal highways, ensuring that all infrastructure and assets within the designated rights of way are efficiently developed and maintained, leveraging private sector expertise and funding. It further seeks to enhance road quality, improve connectivity, boost economic activities, and ultimately create a safer and more reliable road transportation network for Nigerians and other users. The Benin-Asaba alignment, a 125-kilometre Dual Carriageway beginning from AIF Roundabout in Benin City, Edo State, and terminating at Summit Junction in Asaba, Delta State, serves as a major link between the South-East, the South-South and some parts of the South-West of Nigeria. It is a vital artery connecting vibrant economic regions of the country. The total project cost required for the rehabilitation and value-added concession of the Expressway will be funded by the Benin - Asaba Expressway Concession Company Limited - Africa Plus Partners (Nigeria) Limited Consortium (APPNLC) with a 30-month completion period. Perm Sec Works Appeals Against Destruction of Public Utilities

The Permanent Secretary, Federal Ministry of Works and Housing, Babangida Hussaini has appealed to the public to desist from destroying public utilities, imploring them to help the government in it's effort to preserve them for the good of the nation.

Hussaini gave the warning over the weekend during a routine inspection of the ongoing Abuja - Kano road project and coincidentally saw some women burning tyres under the bridge of a railway crossing along Zaria-Kano section of the expressway.

He queried " where are you destroying our bridges, our roads and public utilities, this is putting the government and public life in danger "

The Perm Sec was on inspection of the ongoing reconstruction work of the road when he suddenly saw some women burning tyres under the bridge of the railway crossing along Zaria-Kano section of the road and suddenly braked to address them.

Hussaini told them that their action was putting the citizens life in danger and a waste of resources of the government, thereby drawing back the efforts of President Muhammadu Buhari at providing quality road infrastructure for the good of Nigerians.

While expressing his visible anger, he also sounded a strong warning to them to desist from such activities henceforth. He implored them to see government's properties as their personal property so that they protect and preserve them jealously.

In their reactions, one of the women caught in the act said that, they only saw some other people burning tyres under the bridge and that they only joined without knowing the implication.

She expressed regrets over their actions, telling the Perm Sec and his entourage that "we have to obey our leaders"

On behalf of the Honourable Minister of Works and Housing, Babatunde Raji Fashola, SAN, Honourable Minister of State, Engr. Abubakar D. Aliyu, FNSE, the Permanent Secretary, Mohammed Bukar and the Management of the Federal Ministry of Works and Housing, I warmly welcome you to the Technical Session (Meeting of Officials) at the Eight (8th) Meeting of the National Council on Lands, Housing and Urban Development.

2. The theme of this year’s Council Meeting, “Housing Development and Consumer Credit as Strategies for National Prosperity” was carefully chosen in recognition of government’s new initiative to generate more jobs and create wealth for Nigerians through the mass construction of affordable housing units.

3. As we all are aware, housing is one of the fundamental human needs and a veritable indicator of standard of living in every society. However, housing deficits exist in almost all the countries of the world, either in the form of shortages in supply or affordability gaps.

Housing is of supreme importance to man and one of the best indicators of a person’s standard of living and his place in society. However, at no point has it been adequately supplied either quantitatively or qualitatively.

4. Permit me to highlight that various factors are responsible for preventing effective housing development, some of which include lack of secure access to land, high cost of construction, limited access to finance, bureaucratic procedures, high cost of land registration and titling, uncoordinated policies and implementation at both Federal and State levels, ownership rights under the Land Use Act, lack of critical infrastructure, affordability gap, and inefficient development control, etc.

5. In order to comprehensively address the challenges of housing development for sustainable economic growth, there is the need to develop a holistic strategy that will involve all tiers of government and the private sector. Considering the fact that the private sector has displayed flexibility and potentials in housing development as it is prevalent, internationally. I want to assure you that the federal government would continually work towards fine-tuning its policies and programmes towards creating an enabling environment for greater participation of subnational governments and the private sector in housing development.

6. It is worth noting that, the present Administration is mindful of the challenges of ‘access to credit’ encountered by the Low- and Medium-Income segments of our society in the pursuit of home ownership. Government is also aware that land acquisition poses a major hindrance to effective housing delivery. Thus, all processes that would ensure proper harmonization of the various procedures and instruments of land acquisition/transfer across the country are currently being addressed.

7. The Ministry through its agencies is working tirelessly in collaboration with the Office of the Head of Civil Service of the Federation, the Nigeria Labour Congress (NLC), Trade Union Congress (TUC), Cooperative Societies as well as the Nigeria Employers’ Consultative Association (NECA) towards the development and delivery of affordable housing to the low-income workers in the formal sector. Furthermore, our Agencies are also developing initiatives to incorporate micro-enterprises, such as agro-allied ventures into the housing scheme with a view to generating more employment opportunities thereby creating wealth for beneficiaries to repay their loans at ease

8. It is interesting to note, that the Federal Mortgage Bank of Nigeria’s single digit interest rate of 6% on mortgage and home renovation loans is the lowest, compared to what is obtainable in the open market. The Bank has concluded various initiatives to make shelter more accessible and affordable by the reduction of equity contribution for National Housing Fund mortgage loans to 0% for loans of N5 million and below, while loans of N5 - N15 million attract only 10% down payments.

9. In addition, the ‘Rent-to-Own’ initiative eliminates equity contribution and payment of mortgage perfection fees, which accounts for up to 20% of mortgage transaction costs. Under a simple rental arrangement, an individual gains immediate access to a housing property while the monthly rent is accrued to serve as equity build-up towards ownership of the property.

10. As you are also aware, the ongoing National Housing Programme across the federation is an initiative specially designed to encourage local manufacturers, professionals, artisans and craftsmen towards enhancing employment and wealth creation. The Housing Programme only allows the use of home-grown building materials and components in the construction of the houses except where it is established that the component cannot be produced locally or production capacity is inadequate.

11. Ladies and Gentlemen, in recognition of the widening income gap in our society, the present administration has provided an array of safety-nets through the National Social Investment Programme (SIP), targeted at providing support to over 12 million needy Nigerians by giving relief and assistance to children, unemployed youths, the weak and vulnerable as well as small/medium entrepreneurs (SMEs) to mitigate the adverse effect of poverty. Let us also use this platform of the National Council to harvest ideas and develop some stringent strategies for employment generation and wealth creation through the built industry.

12. I, therefore, urge all stakeholders, here present, to make meaningful contributions on the memoranda submitted to enable the federal government formulate and strengthen policies that would facilitate more home ownership amongst Nigerians, especially the low- and -medium income earners.
