


NIGERIAN SOCIETY OF ENGINEERS(NSE) HINTS HONOURABLE MINISTER OF WORKS,SEN UMAHI ON SOCIETY'S FORTHCOMING ANNUAL GENERAL MEETING, SEEKS COLLABORATIVE SUPPORT ON SHARED GOALS The Honourable Minister alluded to the important role of the Nigerian Society of Engineers as an umbrella organization for engineers and commended the efforts of the leadership of the Nigerian Society of Engineers in enforcing strict standard and professional ethics among its members and in advancing the interest of the engineering profession in Nigeria. He described them as critical stakeholders in the Renewed Hope agenda of revolutionizing road infrastructure in Nigeria. He maintained that engineering best practices and creative innovations are the centrepiece of the policy direction of the Renewed Hope administration of the President of the Federal Republic of Nigeria,His Excellency, Bola Ahmed Tinubu GCFR. Earlier in her remarks,the president said the leadership of NSE was in his office to formally notify him about the forthcoming Annual General Meeting of the Nigerian Society of Engineers(NSE) slated to hold in Ibadan, the capital city of Oyo State on 1st week of December 2025. The Honourable Minister of Works, His Excellency,Sen. Engr. Nweze David Umahi, CON, FNSE, FNATE has offered assurance of his collaborative support to the shared goals of the leadership of the Nigerian Society of Engineers(NSE). He made this offer of partnership during the courtesy visit of the leadership of the organization led by its president, Engr. Margaret Aina Oguntala FNSE, which was held at the Honourable Minister’s office on 12th August 2025.

"Fight on turning to Concrete is a continuous one - Umahi Engineer David Umahi, the Minister of Works has said that the fight on turning to the use of Concrete Technology in road construction is a continuous one. The Minister made this statement while on inspection tour of the Rehabilitation of Outstanding Section of Onitsha - Enugu Expressway under the Road Infrastructure Tax Credit Scheme - Contract no 7629 on September 6, 2023. In an interview with Journalists, he gave reasons for using this concrete technology to be loaded with a whole lot of benefits, as being durable with a life span of over fifty years (50), and that it can stand for these number of years before it will require maintenance more than bitumen imported into the Country that are more of sub-standard which cannot stand the number of expected years, also it's cheaper to build with much local content sourced materials. In his words " I have looked at the cost of bindal cause, the wearing costs on our roads, it is safer doing it on concrete, it's going to be cheaper, Niger Cat are doing it that's why I directed that the right-hand side of the Enugu - Onitsha Expressway be done on concrete". He directed that Enugu Section lll - Port-Harcourt expressway by Messrs. CGC Nig Ltd also that the second carriage way be totally done on concrete, "we are safer on concrete in the South East and that's what we are going to be doing" he added. Umahi frowned at the costing of Ozalla - Isu - Onitsha and additional 3km with bridges to cost fifteen billion naira, he instructed that the work be brought back to be looked at. " I saw the road leading to Ozalla - Isu - Onitsha, I'm very shocked that four bridges and 3km additional road is said to be costing fifteen billion, I believe strongly that there's no other way it will cost us more than three - four billion. He made it known that contractors should stay aside when budget is too expensive and budgeting process is low because it's unhealthy for the contractor. " What I want to do when a budget is too expensive and budgeting process is very low, the contractors can stay aside like what we are witnessing ten to fifteen years, it's not healthy for the contractor, because he is losing money on equipment and maintaining the work". "Ogbulafor - Okalagun roads because it was awarded in 2010, the whole shoulders are gone". Earlier, the contractor while explaining the work, said it will be completed by April 2025 and also that there was no problem of funding. ...
FG Orders the Completion of Carriage Ways Before Working on Spurs... The Honourable Minister of Works, Senator Nweze David Umahi has directed the contractors working on Federal roads in the South East Region to concentrate on the completion of carriageways first before working on the spurs to ensure the speedy completion of the project for use. He made the declaration at the inspection of the construction of the Enugu – Onitsha Expressway in Enugu and Anambra States by MTN Nigeria Communication Plc, The Rehabilitation of Old Enugu – Onitsha Road (Opi Junction – Ukehe – Okpatu – Awhum, Abor –Udi – Oji to Anambra border and many other road construction projects at the ongoing inspection tours of all the federal roads project going on in the region. The Minister ordered that the remaining portion of the roads still under construction be done using concrete pavement as he noticed that some of the road shoulders are already cracking because the quality of bitumen in use is of low quality and adulterated. “I will allow the portions already laid with asphalt but the failing road shoulder should be replaced with concrete carriage, I know what I am saying, the quality of bitumen in this country is low and adulterated. We will not give up the fight till we get to the level where after construction, the road stays for 30 – 50 years before we talk of maintenance” he said. Umahi maintained that the use of concrete technology in road construction is cheaper, safer and reduces the longer time contractors have to stay on site trying to patch failed portions after the project completion, and that with the use of concrete pavement, no one goes back to check if the road is failing or not because road failure when concrete is in use is laughable. “It is safer doing it on concrete and cheaper, I believe strongly that when a project is so expensive it keeps the contractor a longer time on site because he will keep delaying to get all his payment meanwhile there is no money to pay him so he keeps staying on site doing nothing. The Minister directed all contractors that have left their site because of payment to quickly and immediately move back to site or he will terminate the contract noting that the monies released already to the contractors from what he was told is supposed to complete the carriageways before requesting for additional money. “I am optimistic that the money available will complete the work, come with your bill of quantity so we review it and give you proper directive, move back to site immediately to continue your work within 7 days or I terminate the contractor, you cannot say we are owing you and because of that you stop work” He said”. Umahi promised the contractors that availability of fund is not going to be a challenge when they do their own part. He added that he will be meeting with the funding partners and the one being financed through appropriation, all will be given attention. “You said there is no money to complete the project, it is my duty to chase the debt, it is yours to go back to site. I guarantee that the money will be paid, I will meet with the financers and we will do what we are supposed to do”. The Minister demanded that the Director Highways South East, Engr. Bede Obioha brings up the entire project for review to see how they will put ideas together to ensure that all the outstanding projects be completed and be open for usage. During his briefing, the Operations Manager, Niger Cat Construction Company Ltd. Engr. Fadi Mosaad welcomed the Minister and commended the Minister’s directives on the use of concrete pavement saying it’s going to help considering the soil texture and the terrain of the zone. The Ongoing Rehabilitation of Ozalla - Akpugo - Amagunze - Ihuokpara - Nkomoro - Isu - Onicha (Enugu - Onitsha) With A Spur to Onunwere in Enugu State Is Commendable - Umahi Minister of Works Engr. Dave Umahi has commended the ongoing rehabilitation of Ozalla - Akpugo -Amagunze - Ihuokpara - Nkomoro - Isu - Onitsha (Enugu - Onitsha) with a spur to Onunwere, Enugu State, by Arab contractors Nigeria Limited. The Minister made the commendation while on inspection tour of the road on Tuesday September 5, 2023. He pointed out some faults on the road to be as a result of using bad asphalt which led to the failure of the road, so the contractor has been directed to go back, redesign 1.6 kilometer and ensure the needed attention on rigid pavement on the right-hand side. While addressing Pressmen, Umahi, attributed the major problem to be funding. In his words, "but I will acknowledge that our major problem is the issue of funding, there is no way any annual budget can fund it with Sukuk, it's difficult. So, we have to work out issues and see how we can source for the money". He added. In his address, Director Highways in charge of the South East, Engr. Bide Obioha shed more light on the contract work. ...
Ongoing Reconstruction of Abuja-Kaduna-Kano Road has Progressed Appreciably - Engr Adebiyi
The ongoing reconstruction work on the Abuja-Kaduna-Kano road project has been progressing appreciably and would be completed in the life of this administration.
Engr Funso Adebiyi, the Director Highways Construction and Rehabilitation in the Federal Ministry of Works and Housing stated this during the ongoing visit to the project site to assess the progress of work on the project
"We are satisfied with the quality of work going on and we are working to increase the pace of the work. You can see that work is going on simultaneously on all sections of both lanes of the dual carriage 375km longroad from Abuja-Kaduna- Kano" he said
Adebiyi explained that the work was initially for rehabilitation but now full reconstruction work is ongoing. He appealed to Nigerians to be patient with the government in it's commitment to deliver a qualitative work that would stand the test of time
Similarly, he also appealed to the road users to bear the discomfort being experienced everyday as a result of blockages and diversions, pointing out that it was a necessary action in a construction work of such magnitude above all on such busy road with high traffic volume and axle load.
On the level of work done so far, Engr Adebiyi said " we have made a lot of progress. You can see that over 100km though not at a stretch, have been completed under section one to three (Abuja-Kano) , 40km completed under section two (Kaduna-Zaria), and 70km completed under section three (Zaria-Kano)"
He pointed out that while some sections of the road are also at different levels of completion, palliative/remedial work are being carried out on the sections that are critically bad to facilitate ease of passage for motorists"
Reacting to the allegation of delayed work, Engr Adebiyi said "It is important that I correct the wrong impression by the people that work is not moving. We are working to meet up with the deadline and at the same time subjecting all the work to quality assurance test to deliver a good job"
He assured Nigerians of the commitment of the government to completing the work. " Government is desirous of completing this project , as such is not leaving anything to chance, that is why we are here regularly tracking the progress of work with a view to sorting out any identified challenges"
Engr Adebiyi stated that the Honourable Minister of Works and Housing, Mr Babatunde Raji Fashola, San and the Hon Minister of State Engr. Aliyu D Abubarkar had demonstrated a strong passion to this project and others across the country in order to ensure the fulfillment of President Muhammadu Buhari’s promise of bridging infrastructure gap in the country.
On the speed of work on the road, the Director Bridges and Design, Engr Adeoye urged the contractor to increase the pace of work by deploying more men on sites to work simultaneously on both lanes
The team of engineers in the Ministry led by the Director Highways Construction and Rehabilitation, Engr Adebiyi were on a routine assessment inspection of the various ongoing road projects across the country in order to ensure quality work delivery and meeting the completion deadline
The team carried out an engineering measurement and evaluation of some key components in road construction among others ; storm water drainages, shoulders, right of way, concrete slabs, U-turns, culverts reinforcement pipes.
TheAbuja-Kaduna-Zaria-Kano roa reconstruction project was awarded to Julius Berger Nigeria Plc on 20th December, 2017 and the project commenced on 21st May, 2018 with the 36 months completion period
Remarks By H.E, Babatunde Raji Fashola, SAN At 27th Monthly Power Sector Operators Meeting Hosted By Yola Distribution Company
I welcome you all very warmly to this meeting, which is the 27th in the series of monthly meetings that has taken us to virtually all parts of Nigeria.
I thank the Managing Director of Yola Distribution for hosting us.
Many of you will remember that in 2015, Yola DisCo was the only one of the 11 (eleven) privatized DisCos that was given up as being unviable.
But this Government did not give up on Yola DisCo. The Government appointed Engr. Mustapha to manage this DisCo.
Month after month, from reports we have all received about performance and monthly rating of DisCos, it is obvious that Engr. Mustapha and his team have proven that Yola DisCo is not unviable.
At this forum, I will repeat what I have said about change, that it is not a matter of chance but a matter of choice.
Similarly, it is not an event but a process that involves the application of methods and the making of choices, some of which are difficult, but very often resourceful, even if sometimes misunderstood.
The story of Yola DisCo epitomizes change and it speaks eloquently to our roadmap of incremental power.
From my very first visit to inspect the resumption of work at the Maiduguri TCN substation, which had been damaged by insurgents, to the completion of the Mayo-Belwa TCN substation and the installation of Distribution Infrastructure by Yola Disco, incremental power is returning to the customers within the Yola DisCo franchise.
Eighty per cent (80%) of damaged 33KV lines have been restored in areas like Damboa, Madagali, Maiduguri, Damasak, Gombi, Mubi, Wukari to mention a few.
Change means providing incremental power against the odds, and nothing is truer than the story of one Agricultural enterprise in Adamawa, whose proprietor visited to tell me that since the completion of the Mayo-Belwa sub-station, he has drastically reduced his purchase of diesel and the use of his generator.
For him, change means reduced operating cost at his farm, and for consumers of his Agro products, change means reduced food prices.
As you will have heard in the news, economists are predicting a further reduction in inflation and they are attributing it to reduction in food inflation and food prices.
As you might have also heard, I visited Kebbi last week to inspect our road projects, and the Governor, Atiku Bagudu, reported that most of the local governments in his State are getting 18 to 20 hours of power supply, from Kaduna DisCo.
This is what change means, and it is consistent with our roadmap of incremental power.
While we are inspired by the news of progress, especially coming from those who receive the service, we remain mindful of those we have not yet reached, and remain committed to get to them, whether on the grid or off the grid.
In this regard, let me report some progress made within the last month, as I usually do, in order to keep all of us abreast of what our members are doing and what the industry as a whole is experiencing.
I am pleased to inform the meeting formally that a substantive Chairman, in the person of Professor James Momoh, is now in place for the NERC, following confirmation by the Senate, and his swearing in on the 3rd day of May 2018.
This means that another issue under our Power Sector Recovery Programme (PSRP), relating to Governance, has now been resolved.
Also, within the last month, particularly, on the 7th of May 2018, I had the privilege to Commission the Odogunyan Transmission Substation completed by TCN to serve customers in Lagos and Ogun States, under the Ikeja DisCo franchise.
I can also report that we are making progress on the Federal Government’s planned intervention in the Distribution Value Chain to help deliver the 2,000MW that is constrained by distribution equipment.
The advertisements for quotation by original equipment manufacturers for Transformers, Breakers, and Associated Equipment compiled by the DisCos have been published, and we await responses.
The Azura Power Plant is now fully completed and ready for commercial operation to deliver more power to boost incremental power.
On the off-grid side, His Excellency, the Vice President, recently commissioned a market intervention in Ondo State, delivered by Rural Electrification Agency, another boost to our incremental power and provision of access to previously unserved people.
The progress we are making will require us to increase our commitment to further improving service.
This will be more demanding as the rains come down in the next few months.
The rains will bring more water supply to the Hydro Electric facilities, and they will bring more challenges to Transmission and Distribution by way of storms, heavy winds, falling trees, damage to towers, lines and installations.
We must rise up to these challenges better than we have done in the past.
Some of what we must do are:
Promptly issue notices when there are known damages that interfere with power supply;
Promptly send our maintenance men out to repair and replace damaged equipment or clear fallen trees;
Send information to the public on multiple platforms of conventional and social media to report faults that we may not be aware of;
Painstakingly hold ourselves out as available, ready, and willing to resolve customer problems and provide better service.
Ladies and Gentlemen, our journey of change and incremental power continues, and I thank you all for your commitment.
