FG EMBARKS ON DECISIVE EMERGENCY INTERVENTION ON BENIN-ASABA EXPRESSWAY

The Honourable Minister of Works, Engr. David Nweze Umahi, CON, FNSE, FNATE, has kick-started the Federal Government’s emergency intervention on the Benin–Asaba Highway under the Ministry’s “Operation Rescue” initiative, aimed at restoring safe, smooth, and uninterrupted movement along the critical corridor. The intervention, to be carried out by the Ministry, through the hiring of equipment and direct implementation, is a demonstration of its determination to address the severe deterioration of sections of the road and bring immediate relief to motorists, commuters, businesses, and the affected communities. He made this known during the inauguration of *"Operation Rescue Benin -Asaba Expressway”* at Benin City, Edo State on Thursday, 24 September, 2026. The Benin–Asaba Highway is a strategic Federal Highway that commences at AIF Roundabout in Benin City, Edo State, and terminates at Summit Junction in Asaba, Delta State, with a distance of 125km. It was concessioned to the Benin-Asaba Expressway Concession Company (BAECC) by the immediate past administration but the handing over of the site was performed by the present one in March, 2025. However, it has since been proven that the Concessionaire lacks the technical and financial capabilities to execute the project. This was established by the *Independent Engineer (I.E.)* for the project, *Messrs Yolas Consultants Limited*.* Considering the plight of road users and the continued deterioration of the concessioned road, the I.E. advised the Ministry to urgently take all necessary steps to save it from further deterioration, avert further gridlock, assuage the suffering of motorists, as well as save the Federal Government from embarrassment.

Engr. Umahi has personally been monitoring the implementation of the concession project, through several site visits and issued instructions via the I.E. for the *Concessionaire* to stick to the Ministry’s standards and methodology, which were not complied with leading to the worsening of the road condition. Hence, the Ministry’s intervention to save the critically failed sections of the Expressway, through the deployment of equipment and personnel.

The Federal Ministry of Works, according to the Minister, is poised to alleviate the hardship being experienced by road users and communities on the corridor, alike. He reiterated that the Federal Government would not allow the condition of a major national artery to continue to undermine economic activities, the movement of people, goods, and services, as well as the safety of road users and the host communities. He stressed that the emergency intervention is focused on achieving immediate traffic relief, while providing a sustainable engineering solution to the identified problem spots.

According to him, the intervention is also being driven by the overriding need to protect public interest and ensure that Nigerians using the road are not left to bear the consequences of the deteriorating infrastructure occasioned by the lapses of the *Concessionaire.* The Minister emphasised that *” this is not a new contract but an immediate solution to the plight of road users.”* He reaffirmed the commitment of President Bola Ahmed Tinubu’s administration to restoring critical road infrastructure across the country and ensuring that emergencies receive prompt and decisive attention.

*“Operation Rescue”* is about immediate action, restoration of movement, and protection of the travelling public and communities along the corridor. *“We are determined to address the failed sections and, thereafter, provide a durable solution that will serve Nigerians for many years,”* the Minister asserted.

Engr. Umahi called on road users and people along the corridor to cooperate with the Ministry’s officials and traffic-management personnel, as emergency works commence, assuring them that the Ministry would continue to monitor progress and take all necessary measures to minimise hardship during the period of the intervention. “*I am pleading with motorists to exercise patience, observe traffic-management directives and drive cautiously around active construction zones,* he stated.

Engr. Umahi highly commended President Tinubu's concern over the well-being of citizens, reiterating that *”the Ministry remains committed to restoring the Benin–Asaba Expressway to a safe, functional and durable condition in the overall interest of Nigerians and the national economy."*

Before this, the Governor of Edo State, His Excellency, Senator Monday Okpebholo had demonstrated his commitment to the welfare of his people during the protest in August, 2026 caused by the bad state of the road by immediately identifying with the situation and dispatching his Chief of Staff to appeal for calm and reassure the affected communities and motorists of immediate remedial action. Speaking at the Ceremony, His Excellency appreciated the President of the Federal Republic of Nigeria for his prompt and decisive intervention, as well as the Minister of Works for his continued commitment to the provision of road infrastructure across the country.

The Governor of Delta State, His Excellency, Sheriff Oborevwori, represented by his Deputy, Charles Anaogu, expressed much gratitude for the immediate response in restoring the all-important road. *”It is a well-desired action to better the lives of the people of Delta State and the general public,* he added.

The *representative of the Managing Director of the Niger Delta Development Commission (NDDC),* applauded the President for his commitment to the development of the Niger Delta region. He also commended the Honourable Minister for his steadfastness to the welfare of the people of the zone and Nigerians, at large.

Delivering the Welcome Address earlier, the Special Adviser to the Edo State Governor on Project Implementation and Monitoring, Engr. Phoebe William Bello, described the rescue operation as very timely in reinstating the critical transportation corridor connecting communities, facilitating mobility, commerce and trade between Edo and Delta States with the other parts of the country. Therefore,*its importance cannot be overstated,”* she noted.

The occasion was graced by lots of dignitaries and Goodwill Messages were delivered by the Deputy Governors of Edo and Delta States, the Rt. Honourable Speaker of the Edo State House of Assembly, the Youth Leader of Ikpaba Hill Community, and other stakeholders, who unanimously eulogised the Federal Government’s proactive response.

Project Inspection: Minister Chides Contractor In continuation of his inspection of projects in the South-South geopolitical zone, the Minister of Works, Engr. Nweze David Umahi, CON, FNSE, FNATE visited ongoing works on the Dualisation of East-West Road, Section II-II (Ahoada-Kaiama) and the Construction of Multiple Box Culverts at Flood Affected Areas on East-West Road, Section II-II (Ahoada-Kaiama) in Rivers and Bayelsa States, yesterday, Wednesday, 8th January, 2025. Engr. Umahi disclosed that he was highly impressed with the quality of work on Section II-II (Ahoada-Kaiama) by Messrs Setraco (Nig.) Ltd. but directed them to speed up the process through the addition of more resources to the job. He reminded them that the April, 2025 delivery date remains sacrosanct. He directed that due to the nature of the soil in the areas affected by floods, where box culverts are being constructed, continuously reinforced concrete pavement (CRCP) should be used. The affected area is about 2.3 kilometres. The Project Manager of Setraco, Engr. Isaa Michel, while appreciating the Minister for the site inspection and the savory, as well as unsavoury comments, promised to hasten the pace of work, to meet the dateline. The Minister was also at the site of the Construction of Multiple Box Culverts on the East-West Road being handled by Messrs Rock Result (Nig.) Ltd., where he praised the standard of work but frowned at the level of work achieved. He expressed his disappointment with the pace, stating that the contract was scheduled for finishing by November, 2024 but was extended to December and is still uncompleted. He, therefore, gave the contractor up till the end of January, 2025 to complete it or it stands revoked. Engr. Umahi informed the contractor that the provision of roads and bridges remains a top priority of the Renewed Hope Infrastructure Revolution of the administration of His Excellency, President Bola Ahmed Tinubu, GCFR. Umahi Inspects Sections of East-West Road, Enugu - Port Harcourt Expressway and Bodo - Bonny Road - Sets Clear Expectations for Contractors, Urges Swift Action to Meet Infrastructure Deadlines The Minister of Works, Engr. Nweze David Umahi, CON, FNSE, FNATE, while expressing satisfaction with the quality of work on the East-West Road, Section III (Eleme Junction - Onne Junction), has directed the Contractor, Messrs Reynolds Construction Company (RCC) to deploy more resources to hasten the pace of work or face re-scoping and re-award of the contract. The Minister gave the warning yesterday, Wednesday, 8th January, 2025, while inspecting the progress of work on the project. He reminded the contractor that he has up to the end of April, 2025 to deliver a section of the carriageway. Engr. Umahi, began the inspection of ongoing road projects in the South East and South South geopolitical zones on Tuesday, 7th January, 2024 with the Enugu - Port Harcourt Expressway, Section III (Umuahia - Aba). He applauded the contractor, Messrs Arab Contractors (Nig.) Ltd. on the quality of work but instructed them to deploy in two more sites to speed up the construction and, most importantly, meet the set dateline. The Minister was also on Section IV (Aba - Port Harcourt) of the same alignment being handled by Messrs China Civil Engineering Construction Company (CCECC). He expressed displeasure over the slow pace of work, noting that they have only been able to access N7, 000,000,000:00K (Seven Billion Naira) out of the N21,000,000,000:00k (Twenty -One Billion Naira) provided for the project, last year. Consequently, he instructed the Federal Controller of Works (FCW), Rivers State to issue a warning to the contractor, promising to terminate it, if there are no improvements in the tempo of work. The tour of duty also took the Minister to the Bodo-Bonny Road, where he, again, voiced discontent with the level of work achieved. He prodded the Contractor, Messrs Julius Berger (Nig.) Plc (JBN) to upscale their deployment of men, materials and machines, despite working throughout the Yuletide holidays. The project, a critical component of the South-South zone’s infrastructure development, is a 2-lane road with hard shoulders, 17 bridges spanning 3,200 meters and reinforced concrete pavement on Bonny Island. At all construction sites visited, Engr. Umahi stressed the urgency to meet deadlines, emphasising that all Federal contractors must intensify their efforts to ensure the timely realisation of projects, in line with the Federal Government’s resolve to enhance infrastructure and transportation as enablers of growth, succinctly captured in the Renewed Hope Agenda. The essence is to improve connectivity, as well as stimulate socio-economic growth, he further explained. The Minister issued clear directives to Federal Controllers of Works to present at least four (4) completed projects, each, for commissioning from February to 20th May, this year. "The expectation is that every Controller delivers on his mandates, according to specifications and time allotted. There is no room for further delays," he declared. In light of the delay in the delivery of some projects, the Minister cautioned that the Ministry is poised to take decisive action. "The Ministry will not tolerate delays. Any contractor, who does not meet his contractual obligations, will face consequences, cumulating into a 14-day Notice of Termination of Contract," he added, emphasizing that such actions would apply to all underperforming contracts. Despite the challenges, he reassured Nigerians that His Excellency, President Bola Ahmed Tinubu, GCFR remains fully committed to the completion of inherited projects, as well as the four (4) Legacy Projects he initiated. “The President has not abandoned these projects. It is the contractors, who have delayed the work. This year, we will be stricter in ensuring that projects are completed on course,” he assured. Engr. Umahi guaranteed that the Ministry will continue to closely monitor all ongoing projects, ensuring that they align with President Tinubu’s vision for accelerated national growth and development. He concluded by calling for greater teamwork from all stakeholders in the management and delivery of road and bridge projects. "We all need to work together - government, contractors and the general public towards ensuring that deadlines are met. No contractor should collect government funds and fail to deliver on their promises. SEN. UMAHI COMMENDS WORK PROGRESS ON LAGOS-CALABAR COASTAL HIGHWAY PROJECT, RECOUNTS PROSPECTS OF RENEWED HOPE LEGACY PROJECTS TO NATION'S ECONOMIC PROSPERITY. -SAYS, PROJECT REVIEW ON AWARDED SECTIONS OF THE COASTAL HIGHWAY IMMINENT TO FACTOR ADJUSTMENT IN ALIGNMENT AND DELIVERABLES The progress and quality of work being done on the Lagos-Calabar Coastal Highway project has been commended as a signature of excellence and innovation on road infrastructure development by the Renewed Hope administration of the President of Nigeria, His Excellency President Bola Ahmed Tinubu GCFR. This commendation was made by the Honourable Minister of Works, His Excellency Sen. Engr. Nweze David Umahi CON, when he paid inspection visits to Sections I and II of the project in Lagos being handled by Hitech Construction Company Ltd on 20th December 2024. Speaking on the deliverables of the investment, the Honourable Minister stated that the contract would be reviewed to accommodate landmark features that would add value to the socio-economic potentials of the project. "We're going to plant trees. And of course, we are going to also have some lay bay. We can decide every five kilometres we have a lay bay where we connect all our CCTV cameras. And then we have vehicles and the security within the cabin there, so that the response time will be like 10 minutes. I'm sure that you've witnessed what we did at Third Mainland Bridge. That's what we intend to replicate in all our highways. And so the entire stretch of 750 kilometers to Calabar will be under CCTV, powered by solar. And then every five kilometers or 10 or 15, as we may agree, we will have portal cabin where we have security posts, no blocking of the roads, we have a viewing centre, and then you view the entire stretch left and right. We will agree on the number of kilometers, depending on the capacity of the cameras." On the imperative of the contract review, he further stated," The service lane was never envisaged, CCTV camera was never envisaged. There was no single item of work, like we're having in all the projects from the removal of topsoil, not to talk of the removal of debris. He praised the vision of Mr. President in initiating legacy projects that would connect the critical economic corridors and boost transportation ecosystem in the 6 Geo- political Zones. He noted that the four Renewed Hope legacy projects and the inherited ongoing projects were on course and that milestone project execution was adopted to ensure a sense of equality among the 6 Geo-Political Zones. He said that some of the sections of the projects being executed nationwide, including the inherited ongoing projects, would be ready for commissioning by May 2025. "Work is progressing on Lagos-Calabar Coastal Highway. We have the Sokoto- Badagry Superhighway. Work is seriously in progress on the project. The first 120 km, work is going on Sokoto. It has been procured. And work is going on by Hitech, using concrete. And then, you have the Kebbi section, 250 km. Work is also going on there. And so, we believe strongly that we'll be able to have about 20 km in both sections to commission by May 29th. In section one of the Lagos-Calabar Coastal Highway in South West, we are very sure that we'll commission the first 20 km in section one and 10 km in section two." He commended the intervention of Mr. President in the area of funding of the projects despite his interventions in other critical priority sectors of the economy. "The President has given very serious attention to road infrastructure. Don't forget that this Coastal Highway and, of course, the four Legacy Projects all have the train track incorporated. The construction of the train track for this section I is going to take off in 2025. So this is what we are doing. And we believe strongly that the President is going to give the nation of Nigeria the road infrastructure that they have been yearning for." Earlier in her welcome remarks, the Federal Controller of Works, Engr. Olukorede Kashia recounted the experiences encountered at the commencement of the project but expressed confidence in the timely delivery of the project by the contractor handling the project. "We encountered a lot of issues which were not foreseen because they were really covered. Like I said earlier, when you're doing a preliminary design, you cannot do a borehole at every meter. So when you do, at one meter, you do another one at 20 meters. So, in the process of executing the project, we encountered a lot of refuse dumps. It was like this place was like Olushosun, where they dump dirt to the magnitude of about five meters depth in some places. And then the contractor has carted away all that and then replaced it with good soil. That's sand filling from the ocean, as you can see, good sand filling, and then we had to wait a little." FG Opens Bid On Highway Development and Management Initiative (HDMI)

The Federal Ministry of Works and Housing will officially open the bid for *Value Added Concession* under the Highway Development and Management Initiative (HDMI) on *Tuesday, June 1st, 2021 at 11a.m West African Time. * The bid will be witnessed by the *Infrastructure Concession Regulatory Commission (ICRC), * other interested partners and stakeholders.

It will be recalled that Honourable Minister of Works and Housing Mr. Babatunde Raji Fashola SAN, received the *Certificate of Compliance* for the *Outline Business Case* for the HDMI in December 2020, followed by the official launching of the *E-portal (https://hdmi.worksandhousing.gov.ng)* by the Honourable Minister on 29th March, 2021.

Applications were received from interested prospective concessionaires in response to the *Request for* *Qualification (RfQ )* and the bid will be opened on the *1st June, 2021*.

The Highway Development and Management Initiative was created by the Ministry of Works and Housing to develop and manage the Federal Road network through *sustainable Private Sector investment*, maximizing the use of assets along *the right of way*.

The twelve roads to be concessioned under the first phase of the HDMI are:

Remarks By H.E President Muhammadu Buhari At The Meeting With Mr Joe Kaeser, Ceo/President Siemens AG At The State House On Monday 22nd July 2019

1. Thank you all for coming today and for the roles you have all played in planning what we hope will be a significant project to dramatically improve the quality of our electricity supply.

2. I recall my meeting in late August, last year, with Chancellor Merkel here in Abuja, when both our Governments committed to future cooperation to support economic growth and development in Nigeria. We were clear that fixing the power sector was a key priority for this administration.

3. It was during that event that Mr Joe Kaeser, CEO of Siemens AG committed to working with Nigeria to develop a feasible roadmap to modernise our electricity grid with support from the German Government.

4. We all know how critical electricity is to the development of any community or indeed any nation. And in Nigeria, whilst we are blessed to have significant natural gas, hydro and solar resources for power generation, we are still on the journey to achieving reliable, affordable and quality electricity supply necessary for economic growth, industrialization and poverty alleviation.

5. Ladies and Gentlemen, there have been many attempts at solving the electricity problem in our country. Previous Governments have explored State funded solutions through the ill prepared National Independent Power Projects. They also explored the installation of large emergency power projects. There was also the partial privatization of the power generation and distribution sectors.

6. These various interventions to solving the electricity problem have yielded an imbalance between the amount of power generated and the amount available for consumers. Despite over 13,000 megawatts of power generation capacity, only an average of 4,000 megawatts reliably reaches consumers.

7. Now, we have an excellent opportunity to address this challenge.

8. This Government’s priority was to stabilise the power generation and gas supply sector through the Payment Assurance Facility, which led to a peak power supply of 5,222 MW. Nonetheless, the constraints remained at the transmission and distribution systems.

9. This is why I directed my team to ask Siemens and our Nigerian stakeholders to first focus on fixing the transmission and distribution infrastructure – especially around economic centres where jobs are created.

10. Whilst it was evident that more needed to be done to upgrade the sub-transmission and distribution system, our Government was initially reluctant to intervene as the distribution sector is already privatised.

11. I am therefore very pleased with the positive feedback from private sector owners of the distribution companies, who have all endorsed Government’s intervention to engage Siemens on this end-to-end plan to modernise the electricity grid.

12. Our goal is simply to deliver electricity to Nigerian businesses and homes. My challenge to Siemens, our partner investors in the Distribution Companies, the Transmission Company of Nigeria and the Electricity Regulator is to work hard to achieve 7,000 megawatts of reliable power supply by 2021 and 11,000 megawatts by 2023 – in phases 1 and 2 respectively.

13. After these transmission and distribution system bottlenecks have been fixed, we will seek – in the third and final phase – to drive generation capacity and overall grid capacity to 25,000 megawatts.

14. With our strong commitment to the development of Mambilla Hydroelectric and the various solar projects under development across the country, the long-term power generation capacity will ensure adequate energy mix and sustainability in the appropriate balance between urban and rural electrification.

15. Our intention is to ensure that our cooperation is structured under a Government-to-Government framework. No middlemen will be involved, so that we can achieve value for money for Nigerians. We also insist that all products be manufactured to high quality German and European standards and competitively priced.

16. This project will not be the solution to ALL our problems in the power sector. However, I am confident that it has the potential to address a significant amount of the challenges we have faced for decades.

17. Ladies and Gentlemen, it is our hope that as the power situation improves, we will improve investor confidence, create jobs, reduce the cost of doing business and encourage more economic growth in Nigeria.

18. I thank you for coming today, particularly those of you who have had to come from outside Nigeria. I wish you all safe stay in Abuja and safe journeys back home.
