


Umahi Inspects Mararaba–Keffi Carriageway, Keffi Flyover Project, Visits Keffi-Nasarawan Toto–Abaji Road The Honourable Minister of Works, Sen. (Engr.) David Umahi, CON, FNSE, FNATE led a high-powered delegation from the Ministry on an inspection tour of key road projects in Nasarawa State. At the site of the Reconstruction and Expansion of Mararraba-Keffi Dual Carriageway, the Minister expressed serious concerns about the pace of work and lack of adherence to engineering specifications. He informed the contractor, China Harbour Engineering Company that after several warnings, the Ministry is left with no choice but to revoke the contract for the Abuja-bound carriageway. He further directed that it should be awarded to a local contractor with a proven track record, who will be mobilised to complete the concrete shoulders and other pending works. The slow pace of construction had been causing considerable hardship for road users and residents along the corridor. The Minister was accompanied by the Minister of State for Works, Bello Muhammad Goronyo, Esq, Directors and other staff of the Ministry, representatives of the construction firms handling the various projects, and was met at the Keffi Flyover by the Governor of Nasarawa State, His Excellency, Engr. Abdullahi Sule, Sen. Ahmed Wadata, officials of the State Government, and other stakeholders. Engr. Umahi emphasised that the Federal Government is committed to delivering high-quality and durable road infrastructure, meeting global engineering standards and capable of serving Nigerians for decades. “We cannot continue to tolerate uncooperative contractors, who delay projects and ignore directives,” he declares. The Minister reiterated his faith in Nigerian Engineers and contractors, guaranteeing that they would deliver quality jobs comparable to international standards, when given the opportunity. He also warned that any contractor who fails to meet deadlines or flouts directives would have their contracts terminated. Engr. Umahi cautioned that “If by the 15th of December, you do not finish the scope of work, I will terminate the whole contract. We must begin to trust our local contractors. This is about discipline, quality, and integrity,” he stressed. He went further to say that “when we came on board, we reviewed the method statement for this project because we could not accept a design that would destroy an already consolidated subgrade,” Umahi explained. “We changed the design to include 20 cm of concrete on the inner shoulder and reinforced the stone base with 3.5% cement content. The sections already completed are excellent and will last for a minimum of 50 years.” The Minister of State for Works, Bello Muhammad Goronyo, Esq, also admonished contractors to show greater seriousness and commitment to the timely completion of projects. He restated that the present administration is determined to deliver quality infrastructure that will stand the test of time, as well as improve the quality of life of Nigerians. Goronyo added that we must all take our responsibilities seriously. “Contractors must adhere strictly to specifications and timelines, as the Ministry will not compromise on quality and accountability,” the Minister disclosed. The Director, Highways, Construction and Rehabilitation, Engr. Clement Ogbuagu reported that about 50% of the project has been completed and assured that the first phase will be delivered by December 15, 2025. At the site of the Emergency Repairs of the Damaged Keffi Flyover, the Minister, accompanied by the Nasarawa State Governor, said that “two months ago, a tragic accident damaged part of this flyover, leading to loss of lives. We reported it to Mr. President, who immediately approved funds for its repairs.” On the soon-to-be-awarded rescoped Keffi-Nasarawan Toto-Abaji Road, the Minister informed the Governor and his entourage that the original contract sum of ₦73 billion covered an initial 43.65 km stretch. However, the initial scope has now been reviewed and extended to 137 km, reaching Abaji town in the FCT, following the directive of President Bola Ahmed Tinubu, GCFR, under a special funding arrangement. In his remarks, His Excellency, Engr. Abdullahi Sule commended President Tinubu and the Minister of Works for their interventions in the State, especially the Keffi Flyover, which was recently damaged by an overloaded truck. Senator Wadada, representing Nasarawa West and other stakeholders commended the Minister for his dedication, describing him as an “uncommon performer,” whose hands-on approach reflects the Renewed Hope Agenda of President Tinubu. They also applauded the President for being “a leader for all.” Engr. Umahi reaffirmed that all ongoing Federal projects will now adopt the revised engineering method statement, which emphasises, complete milling of old pavement, reinforcement of subgrade with stone base and cement, 20 cm concrete shoulders, and proper drainage and slope control. He also stressed that these specifications are designed to guarantee a minimum lifespan of 50 years for the reconstructed roads. “No contractor, no matter how connected, will be allowed to compromise on quality. Mr. President has done his part by approving funding; it is now our duty to ensure delivery,” the Minister emphasised. Mohammed A. Ahmed,
“Today, we can see the quality of work being done. They are recasting the entire slab, not just the affected part at a very conservative cost of ₦1.5 billion,” he added.
The Governor further noted that the Keffi–Nasarawan Toto-Abaji road is crucial to the economic development of both Nasarawa State and the Federal Capital Territory, as it serves as a major gateway for goods, services, and people. It also serves the biggest Lithium Factory in Africa, recently commissioned by Mr. President.

Minister of Works, His Excellency Sen. Engr Nweze David Umahi, CON had a closed door meeting with his counterpart, the Hon. Minister of Defence, His Excellency, Mohammed Badaru Abubarkar,CON, and the Chief of Army Staff (COAS) Lieutenant General Taoreed Lagbaja in his office at the Federal Ministry of Works, this 19th January 2024, and the focus was on strengthening collaborations towards improving the nation’s internal security through revolutionalizing road infrastructure development. The Hon. Minister of Works praised the interactive meeting as a Renewed Hope initiative that would add value to the implementation of the security roadmap of the present administration. He commended the President of the Federal Republic of Nigeria for appointing men of proven professional capacities and passion for service delivery to tackle the security challenges facing our country, and expressed hope that with the interventions of Mr. President towards rejiging the nation’s road infrastructure, military operations across the nation would assume greater imptetus. "I commend Mr. President very highly, and I thank members of the public who have also supported in different dimensions. Yes, we have discussed certain infrastructure as it concerns my ministry to enhance their performances, and our minds are working together. The main focus of Mr. President, when it comes to road infrastructure, is the interstate routes that are linked to security operations nationwide, the palliative jobs, and the roads that are linked to markets, industries, and factories etc. And so, this is one of the mandates that Mr. President has given to us. Minister Of Works and His Finance Counterpart Jointly Inspect Abuja- Kaduna- Zaria- Kano Highway, Brainstorm with Julius Berger Nigeria Plc on Strategies and Milestones for Delivery of The Project Within a Record Time In keeping with the Presidential innovations on inter-ministerial coordination, cooperation, and collaboration in the tackling of sectoral problems under the Renewed Hope administration of His Excellency, Sen. Asiwaju Bola Ahmed Tinubu GCFR, the Hon. Minister of Works, His Excellency Sen.Engr. Nweze David Umahi CON and his counterpart, the Hon. Minister of Finance & Coordinating Minister of the Economy, Chief Adebayo Olawale Edun, were on inspection visit to Abuja – Kaduna -Zaria-Kano Highway on 12th January 2024. The dual carriageway which has been a source of concern to road users because of the many dilapidated spots and security challenges, was awarded to Julius Berger Plc but could not be completed because of security and funding challenges. But the administration of Mr. President views the road as very critical for the socio-economic advancement of the nation and is therefore committed to completing the project on a record time. While brainstorming on strategies and milestones for fixing the road, the Hon. Minister of Works assured the contractors that funding would not be a problem going forward. "We have got a commitment from the Honourable Minister of Finance to make payment, and I am very sure if we pay Julius Berger Plc according to the commitment on funding, it will complete the job “ The Minister also said “we have issues of reviewing the contract sum, and we will sort that out. We sent our technical team to reexamine the sub grade, which will be the basis of our redesign, let me emphasis that this is the first project we are touring in this place, and Mr President in his Renewed Hope Agenda has expressed his deep concern on the completion of the project and he has directed that everything must be done to get the entire project completed” On his part, the Hon. Minister of Finance assured of the unwavering commitment of the Federal Government in the timely funding of the project in line with the agreed milestones. “Under the mandate of President Bola Ahmed Tinubu, we are both here on inspection to hear the commitment of the contractor handling the project and to support them, to as soon as possible complete this all-important reconstruction of the Abuja- Kaduna - Zaria - Kano Road.” The finance minister described the works sector as one of the most strategic sectors that will add value to the economic development agenda of Mr. President and would always be given priority attention. "We want to urge the contractor to do more.Infrastructure is a critical priority of the administration of President Bola Ahmed Tinubu. That is how we can get food prices down. Through transportation and easy transportation of agricultural products, we want to move freely across the country. To bring down the prices and inflation,we will be doing more on the funding. FG Opens Bid On Highway Development and Management Initiative (HDMI)
The Federal Ministry of Works and Housing will officially open the bid for *Value Added Concession* under the Highway Development and Management Initiative (HDMI) on *Tuesday, June 1st, 2021 at 11a.m West African Time. * The bid will be witnessed by the *Infrastructure Concession Regulatory Commission (ICRC), * other interested partners and stakeholders.
It will be recalled that Honourable Minister of Works and Housing Mr. Babatunde Raji Fashola SAN, received the *Certificate of Compliance* for the *Outline Business Case* for the HDMI in December 2020, followed by the official launching of the *E-portal (https://hdmi.worksandhousing.gov.ng)* by the Honourable Minister on 29th March, 2021.
Applications were received from interested prospective concessionaires in response to the *Request for* *Qualification (RfQ )* and the bid will be opened on the *1st June, 2021*.
The Highway Development and Management Initiative was created by the Ministry of Works and Housing to develop and manage the Federal Road network through *sustainable Private Sector investment*, maximizing the use of assets along *the right of way*.
The twelve roads to be concessioned under the first phase of the HDMI are:

Speech Delivered By H.E, Babatunde Raji Fashola, SAN At Press Briefing On National Infrastructure Maintenance Framework At Federal Ministry Of Power, Works And Housing Headquarters Mabushi, Abuja
I welcome you warmly to this press briefing to share information about two very important developments that occurred in the month of January 2019.
The first was that on the 9th January 2019, the Federal Executive Council, Nigeria's highest decision making organ of the Executive arm of government approved a National Maintenance Framework for public buildings.
The second is that on the 24th January 2019, President Muhammad Buhari signed into law a bill to prohibit discrimination against persons living with disabilities which included provisions for specific actions that must be taken within a period of 5 (FIVE) years to provide opportunities for such persons to live as normal a life as possible.
This briefing is meant to discuss what these developments mean for Nigeria and Nigerians, and to highlight the possibilities that they offer for our way of life and our economy.
National Maintenance Framework for Public Buildings
Let me start with the National Maintenance Framework on Public Buildings and first point out that for now, this only applies to public buildings but will ultimately extend to other public assets like roads, bridges, rail, power installations and other infrastructure of a public nature.
What the FEC approval means is that after decades of agonizing about lack of maintenance, the Buhari government has chosen to act.
This is policy decision of enormous profundity because the records do not indicate that any such policy decision has previously been taken at the federal level.
The decision was provoked by a memorandum from the Ministry of Power, Works and Housing that challenged the conventional thinking that "Nigeria does not have a maintenance culture".
The memorandum argued and FEC agreed, that maintenance of infrastructure whether public or private, is not a cultural issue but an economic one.
The memorandum showed that in the built industry, only about 23% of the workforce is employed by Design (6%) and Construction (15%), Governance (2%) , while the remaining 77% are employed by Maintenance and operation.
Council was persuaded to accept that while skill training and vocational centres exist almost nationwide for training artisans like plumbers, painters, bricklayers, welders, tilers, electricians etc., there is a lack of National policy that makes the practice of these vocations economically worthwhile on a sustainable basis.
The available data showed that many people trained in these vocations often resort to earning a living by resorting to other vocations in which they do not have a training, such as riding motor-cycles and tri-cycles in order to make a living.
Therefore, the federal government’s decision on maintenance is an economic one, to empower Nigerians at the base of the economic pyramid who are artisans, those at the middle of the pyramid who own small businesses, SMEs who are involved in manufacturing of building and allied materials.
What it entails is that:
* Site assessment of the affected buildings will have to be conducted, measurement are to be taken, valuation conducted and data is collated. This on its own requires the employment of people to carry out this process and therefore jobs will be created from the very first step.
* It will also provide for credible data such as lettable space, value of the property and so on which can form the basis of the economic decisions or even actions in emergency periods.
* Condition assessment is the next step that requires people to be trained and employed to assess the conditions of affected buildings from foundation to roof and for mechanical and electrical sustainability for purpose.
* In one of our sample buildings leading up to the memorandum to FEC, we found out that out of 63 air-conditioning units, 11 required replacement or repairs. We also identified windows, doors, tiles, roofing materials, plastering works that required replacement or repair.
* The maintenance program is then developed from these assessments as to what jobs need to be done to restore the building to fitness, what needs to be replaced and what needs to be repaired.
* This is the basis for the award of the maintenance contract following the existing procurement law.
* This provides a window of opportunity for small businesses who are into facility management and for young graduates of building tech, architecture, engineering and even technical schools to register for these contracts.
* Successful bidders are then in a position to employ artisans to execute the maintenance contract they have won in the bid.
* Each ministry, department and agency will be responsible for its own procurement for its own building after training of their designated personnel by the staff of the Ministry of Power, Works and Housing who will guide them through the framework approved by FEC.
* Because data is critical to the programme, each MDA will file data with the Ministry of Power, Works and Housing who will centrally manage data and use it to advise government and brief the public, while the MDA reserves the right to keep its own data.
* The award of contracts will not only drive employment for artisans, it will drive demand of manufacturing and suppliers of parts like wood, pipes, paint, tiles, electrical fittings, windows and tools, in addition to those of cleaning items like soap, detergent, polish, varnish etc.
This is the economy that we see ahead as we set out to implement this approval starting from buildings, and as I said, and extending to roads, rail, bridges etc. as we progress.
Our pilot programme covered 9 buildings comprising a Federal government college, a Federal Hospital, a Federal Court building, a federal prison, a federal secretariat and our office buildings at our headquarters here in Mabushi.
The pilot survey showed that these 9 (Nine) buildings will cost N40.3 billion to reconstruct, while it will cost N922.8m per annum to maintain them which is about 2.3 % of the cost of replacement.
Just these 9 (NINE) buildings will require about 448 people to keep them well maintained a year. For example, the school will require at least 30 people to be employed per school for maintenance; and the federal government owns 104 Unity schools which potentially will require 30 X 104 = 3,120.
So you can see the economy we see when this extends to all our hospitals, all our courts, all our prisons, all our police stations, all our universities and covers all public buildings.
This is an economic choice by this government to drive the small business sector, to drive skill utilization and to move the economy from growth without jobs to growth driven by new jobs that reward services.
But as if this was not enough, President Buhari raised the bar for construction, services and a new way of life for Nigerians when he signed the law to protect people living with disability from discrimination and exclusion.
We have 5 years to comply, and this requires that all our buildings must have lifts and ramps. (By this I mean well designed ramps for people confined to their wheelchairs, not hills they cannot use on their own).
We must modify all our toilets with support for our brothers and sisters who are living with disabilities, as we must build sidewalks for them to use our roads without colliding with vehicles.
Our airports and parking lots in buildings must become compliant with international best practice by providing corridors and facilities for people living with disabilities at arrival and departure points, while a minimum number of slots clearly designated must be provided for vehicles owned by people living with disabilities.
This is another opportunity for jobs to re-design, to re-model, to retrofit all our assets nationwide to comply with the law as signed by Mr President.
Ladies and gentlemen, this is the Nigeria that beckons upon us from today and the immediate future. A Nigeria where public infrastructure works because they are maintained.
A Nigeria where everybody has a secure sense of belonging because they can use their skills and labour to earn a decent income and retain their dignity.
A Nigeria where government cares for the people living with disability by providing the basic minimum facilities that gives them a sense of belonging to demonstrate their ability.
Government has taken the leadership role to provide the policy and the how to make this Nigeria possible.
It is now your responsibility and mine to take ownership of this platform of opportunities and make it work for all of us.
